Sending Packages to Foreign Destinations

International-package delivery concept

Do you send packages to foreign destinations as a part of your job? If you do, please note that shipping requirements for sending packages will change effective June 3, 2016. The United States Postal Service (USPS) will require online customs declaration forms 2976 and 2976-A for packages with foreign destinations.

To ensure that NIH packages going to foreign countries are accepted by the USPS, the sender should complete the customs form online, print it out, fold it in half, place the form in a peel-and-stick window envelope, and then attach it to the box in a prominent location. The window envelope will be provided at no charge by the Division of Mail Management Services (DMMS) on request.

The Customs forms can be filled out at: https://cns.usps.com/cfo/ShippingInformationAction_input

The form requires the following information: recipient address, approximate package weight, package value and a description of package contents. Package weight can be approximated since DMMS will be weighing the item to apply postage at the mail facility.

DMMS is committed to assisting its customers with filling out the forms correctly and completely. Any office needing guidance may call (301) 496-3586 for further assistance with customs forms or to request window envelopes. If face-to-face training is desired, DMMS will gladly make an appointment to come to your office to provide training.
