Shaun Clark, MPA, FAC-COR II, is a Program Manager and Management Analyst who works in The Office of Program and Employee Services (OPES). In his role he oversees the Children's Inn and Foundation for Advanced Education in the Sciences (FAES) tenant programs. He supports both programs by managing any maintenance issues, onboarding new employees into NED, volunteer engagement, and budget management. In addition, he mitigates disruptions and solves problems to make Clinical Center patients have more comfortable stays. He also serves as the COR for the Mail Services contract.
He first learned of the NIH while studying at the University of Baltimore and joined NIH in 2019 after serving in law enforcement. He would become a member of ORS in 2024.
His favorite project has been revitalizing the NIH Outdoor Event Permit Process.
This task called for transforming the permit process from paper to digital. He spearheaded efforts to design and deploy the NIH Management Approvals App. This app enabled concurrent approvals across 10 divisions (and executive leadership) and reduced approval time from 7 weeks to 10 days.
Shaun automated intake, routing, and analytics using Microsoft Forms, Power Automate (dynamic custom emails created with HTML/CSS), and Power BI, delivering a scalable, data-driven solution institutionalized through training and a Standard Operating Procedure (SOP).
Shaun enjoys working on special projects involving efficiency, metrics, and problem solving. What he likes most about working in ORS is working in a space where his services directly affect the stakeholders, staff, clients, and visitors to the NIH Campus.
“Here at ORS, I intersect with the Children's Inn. And because I intersect with the Children's Inn among all the other stakeholders, it feels so much closer to the mission because those are patients. And those patients are children and families seeking support and research that positively impacts their lives."
Outside of work Shaun enjoys reading, spending time with his family, going to the gym as and is an avid animal lover.
“I like to help people, it's what I do. As we get older, raising the family, helping the next generation, helping kids learn, especially when it comes to STEM is important to me."

In this role she develops Power BI Dashboards and transforms data into clear interactive visualizations that the Executive Leadership Team can use to gain valuable insight into specific trends while making data driven decisions.
She joined ORS in 2023 after learning about the position and found the work to be exciting.
“I found out about this role and was so intrigued by it and wanted to join and help support the NIH. I hadn't worked in the federal space, and I thought it would be a great opportunity. It's been wonderful and a great honor. “
Her favorite project has been the NIH Occupancy Dashboard for M-25-25. This was a federal mandated report from the Office of Management and Budget that tracked the occupancy count for all NIH properties on and off campus for space utilization purposes. This was a task that enabled the NIH to preserve valuable resources for science.
What Sarah likes most about ORS is the dedication displayed when it comes to service to others. Working in a space with dedicated team members who are passionate about their work and understanding the value of her contributions as well as the contributions of everybody in ORS.
“I have an amazing team lead by Jimmy Chou. He gives us a lot of trust and support, and we have data base administrators and power apps developers, and we work together as a team to contribute to the goals of the mission."
If Sarah weren't working at NIH, she'd likely be working with people as a psychologist. She is a Washington DC native and has lived in Ethiopia for seven years. She is a graduate of the University of Colorado Denver.
In her free time, she enjoys binging on different tv shows, meeting up with friends, and reading.
