In this edition of I Am ORS we are honored to feature a father and daughter duo that are both employees of ORS, Frank Kuo and Judie Bae. As the nominations were submitted for the selection process Frank and Judie were selected and coincidentally happened to be father and daughter. We're honored that the work and success of ORS spans across multiple generations.
Frank Kuo
Frank Kuo is an IT specialist working in Cybersecurity for the Office of Innovation and Information Technology (OIIT). Originally from Taiwan, he attended Gallaudet University. In his role he coordinates and assists with IT information, security, and Intrusion Detection System (IDS). He also helps to catch any present cybersecurity threats and issues and working to remedy any concerns that may occur.
His favorite project has been managing PIV and ALT cards and the implemention of the fingerprint scanner which is a verification system.
What he enjoys most about ORS is learning from his colleagues and gaining experience and working in various environments.
"I have ASL services provided so that I can communicate with my colleagues."
He has a passion for exploring the nuances of human communication and crafting impactful narratives. He enjoys writing and even has an interest in writing a book. He also enjoys spending time with his family and traveling. He's been to 45 of the 50 states and four European countries.
Judie Bae
Judie Bae is the Communications Specialist for the Division of Personnel Security and Access Control (DPSAC). In this role she aims to improve communications between DPSAC, Administrative Officers, new employees and current employees.
She first came to NIH after working at Georgetown University.
One of her roles is to create visual instructional content for new employees. You may recognize some of her work by screening the videos that highlight the DPSAC process. She also creates a lot of the promotional flyers and documents for DPSAC related initiatives and events.

One thing she is excited to share and be proud about is the fact that she is the first in her family to complete a graduate program during her higher education journey. And she is elated that her brother has recently matched with the University of Maryland Anesthesiology program. Her husband is working on his PhD in Biology at Harvard.
“All together I'm grateful to my parents, family and friends who provided opportunities for us to be challenged and to grow. Because I wouldn't even experience proud moments in my career and be here if it weren't for them."
She's motivated by helping others and enjoys breaking information down in a way that is easy for people to follow.
