Position Classification Changes 

1. If a non-FTE (such as a Contractor) position classification is updated to a Federal employee (FTE), will the individual's PIV badge still work?

Yes. The non-FTE badge will remain active until the individual picks up their new FTE badge. Please note: The individual will need to obtain a new HHS ID Badge to reflect that they are now an FTE.

2. If an FTE position is updated to a non-FTE position, will the individual's PIV Badge still work?

No. The FTE PIV badge will immediately be terminated and revoked once the AO changes the classification from FTE to non-FTE in NED and sponsors a new badge. 

Transfers Between ICOs

3. If an employee, contractor or affiliate moves to another Institute, Center or Office (ICO), does that individual need to be issued a new HHS ID Badge?

If the individual is not undergoing an employee classification change, then no, moving from one ICO to another does not require badge re-issuance, as long as there is no break in service. However, an individual must be issued a new HHS ID Badge if that individual is also undergoing a classification change, such as changing from an FTE (white or blue stripe, depending on citizenship) to a Contractor or Affiliate (green stripe), or from a Contractor or Affiliate (green stripe) to an FTE (white or blue stripe, depending on citizenship).
 
Please note: Switching ICOs may require updating your digital certificates and contacting Facilities Access Control (301-451-4766 or facilityaccesscontrol@mail.nih.gov) for physical access to the new ICO's duty station. Also, if there is a break in service, meaning the NED record was deactivated by the given ICO and reactivated by the receiving ICO, then the individual would have to go through the prescreening process. This would include enrollment (fingerprints and photo) and, once cleared, they would receive the new ID Badge. 

HHS Agency Transfers

4. When an individual is transferring from another HHS agency to NIH, will this individual need a new ID Badge or can this individual use their other HHS agency PIV Card?

If the individual is leaving the other HHS agency, then the individual cannot use their other HHS agency PIV Card at the NIH. The individual's new NIH PIV Badge cannot be fully processed or issued until the individual returns their HHS agency PIV Card to their other agency first, and the other HHS agency must first disable the individual's PIV Card.
 
When moving from another HHS agency to the NIH, the individual will need to be sponsored by an assigned Administrative Officer (AO) to be enrolled and issued a new HHS ID Badge or PIV Card at the NIH. If needed, the NIH AO can initiate the request to bring the individual on board prior to the individual leaving the other HHS agency. This will begin the NIH DPSAC Prescreening process and assessment of whether the individual will need a new background check. However, as stated, the individual's new NIH PIV Badge cannot be fully processed or issued until the individual returns their HHS agency PIV Card to their other agency first, and the other HHS agency must disable the individual's PIV Card in the system.
 
Please note: If the individual plans to continue working for the other HHS agency while working at the NIH, then the individual will keep his/her PIV Card from the other agency, and the individual's NIH Institute ALT Coordinator will need to put in a request with the NIH IT Helpdesk to issue this individual an ALT Card for access to NIH Systems. For physical access to the NIH campus, the Institute AO can put in a request to our Access Control group to program the individual's PIV Card from the other HHS agency for NIH Physical Access. ​
