Colleen McGowan Named Director, Office of Research Services

 

On February 6, 2019, Dr. Alfred Johnson, the NIH Deputy Director for Management named Ms. Colleen McGowan as the Director of the Office of Research Services.

Ms. McGowan comes to ORS from the Clinical Center where she most recently served as the Executive Officer providing executive leadership to hospital clinical and support areas. In this capacity she oversaw hospital administrative operations for a 2,000 person workforce including human resources and workforce management, patient support services, nutrition, emergency management, social work, spiritual care, medical logistics, housekeeping, facilities infrastructure and space management for the 870,000 square foot hospital. She previously served as Deputy Chief Operating Officer overseeing acquisition activities and as Senior Administrative Officer for many of the clinical departments within the Clinical Center since 2001. At the NIH, she has served on many trans-NIH committees, including Chair of the Management Intern Subcommittee, and Co-Chair of the NIH Human Resources Advisory Committee.

I’ve enjoyed working with many ORS divisions over the years from my vantage point at the Clinical Center, and there are so many talented individuals who work here. I look forward to meeting everyone and hearing how I can help staff to continue our service mission,” said Ms. McGowan.

Dr. Johnson said Ms. McGowan demonstrates expertise in the fields of management and administration and commended her "…executive level knowledge necessary to direct a complex, multifaceted administrative organization." She possesses "exceptional qualifications in finance, acquisitions, human capital management, strategic planning, policy development, and has experience handling a diversity of administrative functions. Her vast background highlights her ability to anticipate and solve potential problems of major importance and gain the cooperation of others and will serve her and the NIH well as she leads ORS in planning, directing and delivering scientific and regulatory activities, public safety, security and other services to enrich the NIH community," he added.

Prior to her long history with the Clinical Center, Ms. McGowan was a Medical Service Corps officer in the US Air Force, working as the Director, Regional USAF/VA Joint Ventures/Director of Managed Care at the David Grant U.S Air Force Medical Center in California. She directed all managed care activities for a 38,000 beneficiary (patient) population, including benefits, marketing, enrollment and claims payments related to health plans. Ms. McGowan was also an Administrative Fellow with The Johns Hopkins Hospital in Baltimore, Maryland where she worked for the Vice President for Administrative Services and the Director of International Services. Earlier in her career, she served as the Chief, Financial Officer/Human Resources Director at the Hill Air Force Base in Utah.

Ms. McGowan has a Bachelor of Science in Business Administration from the University of North Carolina at Chapel Hill and a Master's degree in Healthcare Administration from the U.S. Army-Baylor University. Dr. Johnson welcomed Ms. McGowan to the NIH Office of Management leadership team and thanked Mr. Tim Tosten "…for his excellent service and support as Acting Director of ORS." He added, "I very much appreciate the guidance and leadership he provided during this transition period and his willingness to serve in this major leadership position."
